Since our humble beginning in 1967, Victory Outreach International grew from one church to a worldwide network of over 700 churches and ministries, with locations across America and in 30 countries from the Philippines to the Netherlands. They have grown into one of the largest inner-city ministries in the world meeting the needs of people from all walks of life.


For over 50 years, Victory Outreach International has trained and equipped men and women to reach their full potential in life, whether it is establishing a church, building a career, or growing and nurturing a family.


The following timeline illustrates the growth and development of Victory Outreach International. In 1967, their vision was to reach East Los Angeles. This vision broadened to include California, then all of America, then the entire world.


Reaching Los Angeles

Victory Outreach International began by Sonny and Julie by inviting drug addicts from their local community — people they did not know — into their own home. They shared the basic truth of the Gospel: God loves you and that he had the power to change their lives. Victory Outreach International was born and began to flourish.


Reaching California

In the early 1970s, members of Pastor Sonny’s church felt an overwhelming sense of destiny: They dared to believe God and stepped out in faith starting Victory Outreach churches across California. They had little financial support, and in some cases, had no friends or contacts in cities they embraced as their own. Faith began to swell in the heart of every Victory Outreach member.


Reaching America

In the 1980s, Victory Outreach emerged to the forefront of mission-focused ministries. Churches were planted across America. Some of the churches began to grow and this success spurred the next daring move: A cross-cultural church planted in Amsterdam, Netherlands and in Mexico.


Reaching the World

From the 1990s onward, it has been a time of explosive growth for the ministry, both in the U.S.A. and abroad. Currently, a full one-third of all Victory Outreach churches planted are overseas which has added a strong international flair to the ministry. However, the primary focus of the ministry continues to be meeting needs within the inner cities of America.


They are poised on the brink of a new era of growth and development. The ministry of Victory Outreach is as exciting today as was the day it was founded over 50 years ago.


Victory Outreach Colorado Springs started from the humble beginnings of meeting in a living room in 1997 and since then have grown into a thriving church. Pastor Albert and Debra Loma were sent from Hayward, CA with a call to reach the city of Colorado Springs. With no money in their pockets they stepped out in faith and believed God to provide. It is safe to say that Gods provision has sustained the ministry. The approach was simple and that was to reach every drug addict and gang member with the message of hope of Jesus Christ. 


Now at 20 years ministry in this city Pastor Albert and Debra are still laboring for the Lord and raising up men and women to fulfill their God given potential in life. We have an establish campus for our Inner City Recovery Home for men and women. Our vision has remained the same and now we are a vital part in developing our church in San Pedro, Philippines. 

As a ministry we focus on two major visions to help advance our international vision:

Reaching Colorado Springs

We have seen the drug epidemic in Colorado Springs rise. Young people now more then ever are becoming hooked on heroin and meth, however, now more then ever people are looking for something more in life. There is a deeper desire to know our purpose in life. We know that Jesus brings fulfillment and it has been our mission to spread the love of Jesus Christ in our city.

Reaching the Pacific Rim

We have been blessed to have the privilege to support our Victory Outreach church in San Pedro, Philippines. Our pastor has taken it upon himself to travel to the Philippines to give leadership and financial support. Our goal is to establish rehabilitation homes throughout the Pacific Rim with the help of our faithful givers in our Life Groups.


Victory Outreach is an international, church-oriented Christian ministry called to the task of evangelizing and discipling the hurting people of the world, with the message of hope and plan of Jesus Christ.


This call involves a commitment to plant and develop churches, rehabilitation homes and training centers, in strategic cities of the world.


Victory Outreach inspires and instills within people the desire to fulfill their potential in life with a sense of dignity, belonging, and destiny.


Victory Outreach works cooperatively with others of mutual purpose in accomplishing the task before us
